What is One Nation One Ration Card Scheme?

You must have heard about One Nation One Tax i.e. GST. After the advent of GST, different taxes were merged in the country and now there is only one tax in the whole of India. Similarly, at present every state has a different ration card.

All these ration cards will be linked using one central system under One Nation One Ration Card. After that you will get the facility that you can get ration from any state shop of the country with the help of a single ration card, i.e. even if your ration card is from Bhopal, you will also get ration in Delhi with this scheme.

In 2019, Union Food Minister Ram Vilas Paswan launched the scheme as a pilot project in 4 states. These states were Telangana, Maharashtra, Gujarat and Andhra Pradesh. Gradually the remaining states were also included in the scheme. In January 2020, Food Minister Ram Vilas Paswan announced that the scheme would be rolled out across the country by June 1, 2020. However, this has not yet become possible.

The Supreme Court has directed to implement the One Nation One Ration Card Scheme in all the States and Union Territories by July 31. The scheme has been launched in 2019 as a pilot project in Telangana, Andhra Pradesh, Maharashtra and Gujarat. The plan was to be implemented across the country by June 1, 2020, although it has not yet been implemented due to Corona.

But because of this corona, the need for it has arisen quickly. If this scheme had been implemented, the problem of migrant laborers could have been lessened. In view of this, the apex court said that the One Nation One Ration Card scheme should be implemented in every state by July 31 so that every migrant worker can get his share of ration in any part of the country.

Can the scheme be fully implemented in the country by July 31?

For this, it is necessary to understand that there are difficulties in implementing this scheme.

Every ration shop has to be connected to Aadhar enabled Public Distribution System (AePDS), i.e. biometric scanner machine has to be installed in every ration shop. The scheme has not yet been implemented in Assam, there are 36,000 ration shops in Assam alone where the machine will be installed.

Once the machine is installed, each ration card has to be attached to the Aadhaar card. This is also a lengthy paperwork process.

Internet network is also a big problem. These machines have to be connected to the central portal with the help of internet. These machines may not work as easily due to network difficulties in rural areas.

How long can this scheme be implemented in the whole country?

It’s hard to say anything about this. However, following the Supreme Court’s directive, the states have started taking necessary steps to implement the scheme. Chhattisgarh, which was yet to withdraw from the scheme, has announced that the scheme will be implemented in the state from August. The trial of the scheme has been started from July 1 in Raipur and Dhamtari districts.

As of May 2021, there are about 44,000 ration shops in 16 states of the country where there is no machine for biometric verification. Thus, in many states, from biometric machines to Aadhaar linking work is pending. The task of launching the scheme across the country by the end of July is a big challenge.

Currently, the scheme has been implemented in all the states and Union Territories of the country except Assam, Chhattisgarh, West Bengal and Delhi.

In which states is this scheme currently running?

For example, if your ration card is from Subhashnagar, Bhopal, you can buy rations only from a fair price shop there, i.e. you get rations only from the area where the ration card is made.

What will change after the scheme is implemented?

Once the scheme is implemented, it will be possible for you to buy your ration from any fair price shop in the country. For this you will have to do biometric verification for Aadhaar, i.e. even if your ration card is made in Bhopal, you can buy your ration from any shop in Delhi.

So is it necessary to create a new ration card for this scheme?

No. Only the ration card you already have will be linked to your Aadhaar. You will then be connected to the ration card using a central system. The system will contain data on ration card holders and reasonably priced stores across the country.

What will change in ration shops after implementation of the scheme?

Nothing more will change. Currently in your state if this scheme is not implemented then ration was given by manual entry on a register with the help of your ration card. After the implementation of the scheme, you will be given ration using ration number or Aadhar card. Each ration shop will have a biometric scanner, in which your fingerprints will be taken. You will be given ration after verification.
